AI Ethics and Governance

Artificial Intelligence (AI) has emerged as one of the most disruptive technologies of the Fourth Industrial Revolution (4IR), positively affecting society while also raising serious ethical concerns. This chapter explores the ethics and governance of AI, tracing its evolution from the earliest period of ELIZA tools when discussions about automation and computing started, to today’s current issues with generative AI. The chapter conceptualizes the definitions of AI ethics and governance from philosophical, legal, technical, and sociocultural perspectives, employing a thorough qualitative and interpretive research approach to translate the discussions into a coherent whole. The chapter also examines governance strategies for resolving ethical dilemmas that hinder AI systems’ ability to operate. Furthermore, the chapter looks at global frameworks like the OECD AI Principles, UNESCO’s Recommendation on the Ethics of AI, and the EU AI Act, as well as regional frameworks like South Africa’s POPIA and National AI Policy Framework. It explores this to demonstrate how universal standards and local realities interact. It also provides strategies for transforming ethical principles into actionable practices, noting that ethics by design, standardization, institutional oversight, ethical literacy, and adaptive governance frameworks as essential components. The chapter concludes with a future reflecting about AI governance, suggesting that, aside from innovation, the future of AI systems must integrate inclusive governance, rights-based strategies that balance technological advancement with equality, justice, and human rights.
