Abstract

In times of great change, the structure of the economy itself could change drastically. It is considered necessary to show and share the apparent direction and to move toward that direction. Fairness, transparency, and flexibility are important, and the process should involve repeated trial and error. But in conducting IA, the basic principle could be applied and should be based on a proportional principle as explained in the book.
