Unemployment Benefits as Redistribution Scheme for Trade Gains: A Positive Analysis

Abstract

The overwhelming majority of the trade literature concludes that trade liberalization is no Pareto improvement. Despite the gains of trade on the macroeconomic level, there are losers on the microeconomic level. In particular, low-skilled workers are worse off because of the destruction of unskilled jobs (see Biscourp and Kramarz 2007) and the reduction of their wages (see Bazen and Cardebat 2001).
