Abstract

The chapter takes stock of the analytical approaches to optimal UI policies. The steps of the long journey across the numerous analytical constructions and their policy messages are very briefly retraced. A number of central points are conclusively discussed: the two sides of the UI problem addressed by the independent strands of research on the optimal level of UI benefits and the optimal time profile of UI policy; the construction of a bridge between the two strands and the identification of an equivalence result between them; and the role or roles of unemployment insurance. Final comments argue and emphasize that the overall approaches developed and the policy messages delivered remain largely open to debate. In particular, the independence of the two basic choices of UI policy, its meaning and its limits, and the possible forms of complementarity between them are very important open issues.
