Abstract

The chapter introduces the theme of unemployment insurance (UI), the historical roots of UI programs and the relatively very recent approaches of the economic analysis to the issues that the theme raises. The book focuses on the analytical designs of optimal UI policies. The structure of the survey of these designs is described, underscoring in particular the independent approaches to the issue of the optimal level of UI benefits and the issue of the optimal time sequence of UI benefits, the possible bridge or contact points between the two approaches, and the characterizations of optimal UI policies over the business cycles. Emphasizing and commenting what the models deliver to the UI policy-maker is stressed as the ultimate aim of the book.
