Human Settlements Adjudication Commission Transitions Towards Urban Development in Butuan City

Abstract

This study evaluated the operational efficiency and client awareness of HSAC services in Butuan City, as mandated by Section 17 of the Republic Act (RA) 11201. Using a descriptive comparative design, the study analyzed data from 71 HSAC clients in Butuan City, focusing on service efficiency, the quality-of-service assistance, and awareness of case resolution. Statistical analysis included frequencies and percentages for demographics, as well as means for service efficiency. Significant differences in service efficiency levels were determined using a t-test and ANOVA. HSAC clients in Butuan City generally viewed HSAC services as efficient across various dimensions. However, significant differences in perceived accessibility were found based on age group and length of residency, with younger clients aged 21–25 years old showing the lowest accessibility to HSAC services, while those residing in the community for 13–15 years reported the highest score. Younger users faced challenges accessing the internet online. Awareness of HSAC’s case resolution also varied significantly by demographic profile, particularly in cases involving subdivisions, condominiums, memorial parks and homeowners’ associations, with the highest awareness among clients who had lived in the community for 1–3 and 13–15 years, and the lowest among those with 16–21 years of residency. The study concludes that targeted improvements, particularly streamlining the online platform to enhance accessibility for younger demographics, are crucial for optimizing HSAC service delivery and client satisfaction in Butuan City and the Caraga Region. Thereby, a HSAC services enhancement program is highly recommended for implementation.
