Abstract
This study aims to analyze strategies for optimizing Blue Accounting as an instrument to enhance fishermen’s welfare and preserve marine ecosystems in the Bangka Belitung Islands Province. A qualitative descriptive approach was employed with purposively selected informants, consisting of traditional fishermen, government officials, and cooperative administrators. Data were collected through interviews, observations, and documentation, then analyzed using the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. The findings reveal that the level of understanding of Blue Accounting at the local level remains low; however, stakeholders recognize its potential to strengthen transparent and sustainable marine governance. Existing regulations, such as Regional Regulation No. 3 of 2020, have not explicitly integrated Blue Accounting, resulting in partial implementation and weak coordination. The main obstacles include limited human resources, minimal collaboration, and low participation from fishermen. Despite these challenges, Blue Accounting has the potential to enhance transparency, support environmental monitoring, and provide a data-driven basis for policies that strengthen fishermen’s resilience. The study recommends reinforcing regulatory frameworks, developing digital recording systems, and fostering collaboration among government, academia, and the private sector to achieve sustainable fisheries management.
