Empowering Green Transformation in Coastal Tourism: A Value Chain Approach Integrating Innovation, Entrepreneurship, and Governance

Abstract

The coastal tourism sector in Southeast Asia faces growing environmental and economic pressures. This study applies to the Green Value Chain Transformation (GVCT) framework to promote sustainable marine tourism by integrating green entrepreneurship (GE), circular economy (CE), innovative technology (Intech), and governance and regulation (G&R). A quantitative survey of 100 stakeholders in Amed and Tulamben, Bali, reveals that CE and G&R significantly influence GVCT, while GE and Intech have limited impact due to institutional and technical barriers. The findings highlight the importance of regulatory support and circular practices in transforming tourism operations. Despite growing awareness of sustainability, weak implementation of green innovation and entrepreneurship underscores the need for capacity-building, policy incentives, and cross-sectoral collaboration. This study contributes to sustainable tourism literature by validating a multidimensional model of GVCT and offers strategic recommendations for policymakers, entrepreneurs, and destination managers. Strengthening governance, advancing circular initiatives, and investing in technological and entrepreneurial ecosystems are key to achieving resilient, inclusive, and green marine tourism.
