Investigation Status of the Construction of the Professional Competence Enhancement and Evaluation System for full-time Government Fire Brigades: Taking Shanghai, Jiangsu, Zhejiang, and Anhui as Examples

Abstract

With the acceleration of urbanization and the increasing demand for fire safety in our country, the full-time government fire brigades have become an important supplement to the national fire rescue force. Currently, the personnel of full-time government fire brigades has exceeded 230,000, undertaking over 60% of fire - fighting and rescue tasks. (Data source: China Fire and Rescue Yearbook, 2024)But the team has problems such as uneven professional capabilities, an imperfect training system and unsmooth career development channels, which have restricted its combat effectiveness. This paper uses the case study method and policy text analysis method to focus on the construction of full-time government fire brigades in Shanghai, Jiangsu, Zhejiang and Anhui. Moreover, relevant data from Zhejiang Province and Jiangsu Province are selected for comparative analysis. The study finds that all four places attach importance to the diversification of promotion channels for members, and each has its own emphasis on differentiated training and talent cultivation. The conclusions of this paper can serve as a reference for building a scientific and standardized system for the development of professional capabilities.
