Exploration on the Dilemmas and Breakthrough Paths of Digital Government Governance

Abstract

The construction of digital government is of great significance and a key to promoting the modernization of government governance. It can realize scientific decision-making by using digital technology to process data and build decision-making mechanisms; promote the efficiency of public services by providing high-quality services centered on the people; and facilitate governance democratization by enhancing public participation. However, it faces many dilemmas, such as the imperfect digital governance system (including large regional differences and backward laws and regulations), formalism in digital services, and difficulties in defining the boundaries of public services. At the same time, there are problems such as incompatible business systems, difficult data sharing, and low level of resource utilization. Breakthrough paths include clarifying construction goals and standards, promoting data flow, adapting to technological development, and optimizing business processes, so as to promote the sustainable development of digital government.
