Abstract
This study aims to examine how institutional collaboration between sectors can contribute significantly to increasing global competitiveness in the digital economy era. The rapid digital transformation demands cross-sectoral collaboration between the government, business world, educational institutions, and civil society to form an innovative, adaptive, and sustainable ecosystem. This study uses a qualitative approach with a case study method, through data collection from policy documents, in-depth inter-views, and observations of collaborative practices in various strategic sectors. The results of the study indicate that inter-sectoral collaboration designed with the principles of good governance, transparency, accountability, and participation plays an important role in encouraging digitalization of services, developing digital talent, and strengthening institutional capacity. The determining factors for successful collaboration include synergy of visions between stakeholders, regulatory alignment, and adequate digital infrastructure support. However, challenges are still found in aspects of policy coordination, program fragmentation, and inequality in access to technology. This study recommends strengthening cross-sectoral institutions through the establishment of a national digital coordination forum, integration of databases between institutions, and development of a collaborative culture based on innovation. With this strategy, institutional collaboration can be a major driver in improving Indonesia’s competitive position at the global level in the digital economy era.
