Abstract
As a strategic emerging economic form in China, the low-altitude economy serves as a quintessential representative of new quality productivity. Specifically, it represents a comprehensive economic model anchored in the general aviation industry, which radiates and facilitates the coordinated development of various sectors, including low-altitude travel, flight entertainment, and aviation experiences. This emerging economy is gradually evolving into a new engine for promoting economic growth across diverse regions. This study elucidates the transmission pathways and mechanisms through which the low-altitude economy influences regional development by constructing a three-dimensional analytical framework encompassing ‘factor integration, spatial reconstruction, and institutional innovation.’ Considering Yunnan’s unique three-dimensional geographical characteristics and its advantageous border location, this research finds that the integration of low-altitude elements effectively transcends the limitations of traditional transportation, engenders new industrial spatial configurations, and fosters the cross-regional flow of production factors through shared infrastructure. This research analyzes the pivotal role of private enterprises in fostering new business formats, aiming to balance regional advantages and challenges through the diffusion of technological innovation and the iteration of business models. The study seeks to achieve multi-party collaboration, resource sharing, and the assurance of safety standards in advanced low-altitude technology, driven by scientific and technological innovation. Anchored in the objective of reducing costs and enhancing efficiency, and guided by policies that promote sustainable development, it aspires to establish distinctive industrial chains such as ‘low-altitude + tourism’ and ‘low-altitude + logistics.’ The research indicates that optimizing the institutional environment and innovating market access mechanisms can effectively invigorate the vitality of private capital, constructing a collaborative development model that is government-guided and enterprise-led. By cultivating industrial ecosystems and co-building new infrastructure, this study emphasizes the achievement of high-quality development amid urban and private economic growth in Yunnan. Furthermore, it proposes differentiated policy design pathways and provides a theoretical foundation for empowering regional collaborative development strategies within the low-altitude economy.
