Stakeholder Mapping in Online Transportation Policy Formulation in South Sulawesi

Abstract

This study aims to analyze how stakeholder mapping in the formulation of online transportation policies in South Sulawesi. This research method uses a qualitative approach with a research design, namely a case study. The data sources in this study are primary data and secondary data which are obtained through observation, interviews and documentation studies. This study uses the classification of actors by Moore (1995), namely state actors, private actors, and civil society actors. Furthermore, it is categorized from the results of the analysis based on the matrix of interest and influence levels by Bryson (2004) owned by each actor, namely key players, subjects, contest setters, and crowds. The results of the study show that stakeholder mapping in the formulation of online transportation policies is carried out based on their respective roles. However, one of the state actors involved, such as the South Sulawesi Communication and Informatics Office, does not have clear authority in terms of managing online transportation in the region. However, one of the state actors categorized as key players, namely the South Sulawesi Communication and Information Service, does not have clear authority in terms of managing online transportation in the region. Furthermore, civil society actors who are categorized as subjects, namely the South Sulawesi Consumer Institute Foundation as a representation of online transportation users, are still lacking in terms of references both in the form of data and studies. So that there is still a lack of voice in voicing the interests of online transportation consumers.
