Abstract

This study explores the implementation of meritocracy in the placement of civil servants in Indonesia, focusing on the challenges and progress of merit-based practices within the public administration system. The literature review highlights the evolution of public administration paradigms, from traditional bureaucratic models to contemporary frameworks emphasizing efficiency, transparency, and citizen-centered governance. Despite the establishment of legal frameworks, such as the 2014 Civil Service Law and the formation of the Civil Service Commission, political patronage and cultural biases continue to impede the full realization of meritocratic principles. The study also draws comparative insights from successful meritocratic systems in countries like Singapore and South Korea, illustrating potential lessons for Indonesia. Recent reforms, including digital recruitment systems and performance-based evaluations, signal progress toward a more transparent and merit-based civil service. This research underscores the need for ongoing efforts to strengthen oversight mechanisms and foster a culture of accountability in order to achieve a truly meritocratic public sector.
