Institutional Theory in Simplifying Local Government Bureaucracy, A Case Study of Polewali Mandar Regency Government

Abstract

This research aims to analyze how the Polewali Mandar Regency Government adapts the bureaucratic simplification policy by using W. Richard Scott's Institutional Theory framework. This research focuses on the interaction between three institutional pillars: regulative, normative, and cognitive-cultural, which play a role in supporting or hindering the process of bureaucratic change. Through a descriptive qualitative approach and case study method, this research examines how bureaucratic simplification policies are implemented at the local government level. The results show that, while the regulative pillar provides the legal basis and encourages structural change, significant obstacles arise from the normative and cognitive-cultural pillars. Entrenched social norms and old bureaucratic mindsets were the main obstacles in implementing more substantive changes. This research emphasizes that for successful implementation, a deeper transformation of organizational culture is required, not just a change in formal rules. Transformative leadership also proved to be a key factor in harmonizing the three institutional pillars, which can facilitate adaptation to bureaucratic reform more effectively.
