Optimizing CSR (Corporate Social Responsibility) Through Collaborative Governance: Governance Solutions for Sustainable Development

Abstract

This study discusses the application of the concept of Collaborative Governance in the management of Corporate Social Responsibility (CSR) programs in South Sulawesi Province, with a focus on coordination between the government, companies, and the community. Referring to the four indicators of Collaborative Governance by Ansell and Gash, namely starting conditions, institutional design, leadership, and collaboration process, this study evaluates the effectiveness of collaboration between stakeholders in supporting regional development. This study uses a qualitative method with a case study approach, where data is collected through in-depth interviews and observations. The results of the study show that before the establishment of the coordination forum in 2021, the implementation of CSR programs was poorly organized due to the lack of coordination and government involvement, so that the impact on development was not optimal. The establishment of the Corporate Social and Environmental Responsibility Coordination Forum is an important step to improve these conditions. Strong institutional design allows for better interaction between the actors involved, with the government acting as a facilitator. Although there are still challenges in corporate participation and imbalances of power between parties, this collaboration has proven to make a positive contribution to society and sustainable development in South Sulawesi.
