Penta Helix Collaboration in Disaster Management: Case Study of South Sulawesi Province

Abstract

Effective disaster management requires synergy between various stakeholders. This study analyzes the implementation of the Penta Helix model in disaster management in South Sulawesi Province, involving the government, business world, academics, communities, and the media. Using a descriptive qualitative approach, this study explores aspects of communication, commitment, and information exchange in collaboration between actors. The results of the study indicate that despite coordination efforts, there are still obstacles in the form of sectoral egos, limited access to information, and the absence of integrated data standards. Suboptimal communication is also a major challenge in implementing disaster mitigation and response. Therefore, it is necessary to strengthen the coordination mechanism through a communication forum involving all elements of the Penta Helix, harmonize regulations, and improve technology-based disaster information systems to be more accurate and real-time. This study emphasizes the importance of cross-sector collaboration in building more adaptive and responsive disaster resilience to minimize the impact of disasters in South Sulawesi.
