A Review on the Establishment and Dynamic Management of Quota for Modern Construction Enterprises under the New Situation

Abstract

The implementation of the Bill of Quantities pricing in China has undergone more than twenty years of practice, but its core goal of deepening the market competition mechanism has not been fully achieved. The process of the independent establishment of construction enterprise quotas is sluggish, and the reliance on industry quotas remains high. Through cross-domain empirical research, this paper reveals the essential characteristics of the market-oriented pricing mechanism in countries such as the United Kingdom, the United States, and Japan - the dual-core coupling model of dynamic data-driven and autonomous competition adaptation. For the domestic research system, this paper systematically deconstructs the existing problems from four dimensions: obstacle factors, data collection and processing, compilation methods, and dynamic management. It points out that the existing research has three major constraints: limited research paradigms, insufficient methodological adaptability, absence of dynamic management mechanisms, and weak classified research. Based on this, it is proposed that future research should focus on three major directions: exploring the obstacles to the establishment of enterprise quotas and optimizing countermeasures, lightweight compilation methods for enterprise quotas, and establishing an enterprise dynamic management mechanism. This study provides a practical roadmap for the modern transformation of the construction enterprise quota system under the new situation.
