Abstract

With the national high level of science and technology self-reliance as a strategic support for national development, the higher financial departments increased the investment of special funds for local university laboratories during the “14th Five-Year Plan”, and university laboratories developed rapidly. In the process of laboratory construction, the scale of government procurement has expanded year by year, and scientific and reasonable preparation of procurement needs is an important starting point to play the function of government procurement policy, implement the principle of openness, fairness, justice and promote the construction of clean government. By mining the connotation of government procurement demand management, aiming at the problems of inadequate market research, non-standard and incomplete writing of procurement demand, this paper explores the path of compiling government procurement demand from the aspects of procurement demand analysis, standard definition, description of technical parameters, establishment of specific conditions and case analysis.
