Application of Whole-Process Engineering Consulting in the Transformation of the CDC

Abstract

Our country has entered the era of whole-process consulting and management after “the Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry” (No. 19 [2017] of the General Office of the State Council) [1] proposed to cultivate the whole-process engineering consulting. The Center for Disease Control and Prevention belongs to medical and health construction, and its spatial layout, HVAC, biosecurity, air purification, process flow and other aspects have high requirements, and the renovation project has space constraints and difficult implementation. Through the management of the whole process, the application management system is formed Under the premise of this particularity, this study starts from the application of engineering consulting and management in the whole process of a disease control project, from the early demand research and scheme design of the project, and conducts management analysis in the whole life cycle such as implementation management and completion acceptance in the later stage. Based on the practice of the CDC projects, this paper explores the content of the whole process of engineering consulting management of medical projects and the experience and lessons in the implementation, so as to provide reference ideas for the whole process consulting management and achieve smoother, integrated and systematic project management.
