Research on the Characteristics and Evolution of Digital Economic Policy Topics Based on BERTopic Model

Abstract

The digital economy is an important engine for building a digital China and a modern economic system, and digital economic policies are an important guarantee for the high-quality development of the digital economy. This article collects 794 digital economy policies at the national and provincial levels from 2003 to 2023. The BERTopic algorithm is used to mine the topics of digital economy policy texts. Based on landmark events, the development of the digital economy is vertically divided into three stages, and horizontally divided into eight directions. The thematic characteristics of policies at each stage are analyzed. Research has found that in the early days, the government focused on the digital transformation of public services, and then on industrial development. Currently, attention distribution tends to be balanced. The policy coverage is becoming wider and deeper, and a complete policy system has now been formed. In the future, policies will continue to focus on data development and utilization, as well as data market construction. In addition, the heat of policies related to improving the security system of the digital economy and enhancing the governance capacity of the digital economy is continuously increasing.
