Abstract

This paper analyses the formation, development and governance of international low-carbon parks, and innovatively summarizes three operation and management modes of international low-carbon parks: “Industrial Symbiosis” operation and management mode, “Industry-City Integration” operation and management mode, and “Informatization-industrialization Integration” operation and management mode. Based on the definition, characteristics, strategies and practices of the three modes, this paper analyses the successful cases of applying the modes, compares the three modes, and summarizes the effectiveness of the cases in terms of sustainable development, as well as the opportunities for experience sharing and cooperation among international low-carbon parks. Finally, the future development trend of international low-carbon parks will be explored and research suggestions will be made based on the above.
