Abstract

Risk reduction of natural disaster is a global priority. It is necessary to consider the characteristics of local natural hazards, the diversity of disaster-bearing environments and the gaps in economic development levels, and explore response models of multiple collaborative relief at international, regional and local scales, which will effectively reduce disaster losses and promote sustainable development of social security. This paper takes the Sulawesi 7.4-magnitude earthquake and tsunami in 2018 as an example, which arouses wide attention of the international community. It aims to sort out the new mode of international humanitarian response led by the state, coordinated by the region, and supported by society, thereby summarizing the cooperation trend of emergency response. The ultimate purpose is to explore more efficient ways of humanitarian assistance on the field of disaster reduction and relief under the multilateral framework of regional organizations, especially cooperation and interoperability between China and ASEAN countries in the area of disaster relief.
