The Impact of Water Pollution and Water Control on the Ecological Welfare Economy of the Beijing-Tianjin-Hebei Region from 2010 to 2019

Abstract

With the rapid economic development and substantial population growth in the Beijing Tianjin Hebei region, the discharge of industrial and agricultural wastes has caused serious water pollution problems. Over the years, the government has attached great importance to water pollution and carried out the scientific treatment, which is of great significance to the development of a green economy and ecological welfare in Beijing, Tianjin, and Hebei. Many academic papers have discussed effective measures to control water pollution. This paper will refer to these academic papers and compare the data to analyse the performance of water pollution control and water resources’ ecological welfare. The paper uses the SBM model to do the analysis. The efficiency value calculated by the super efficiency SBM model is relative efficiency, and if the efficiency value is greater than 1, it is relatively effective. Through comparison, the overall characteristics and regional differences in the performance level of water resources’ ecological welfare can be analysed. According to the whole region, the average value of water resources’ ecological welfare performance in the observation period of the Beijing Tianjin Hebei economic belt is lower than others. According to the provincial level, it has differences in the performance of water resources and ecological welfare among the three provincial units in the Beijing Tianjin Hebei economic belt. The government should be recommended to strengthen and pay attention to the environmental regulation and environment, and be more the importance on “soft construction”.
