A Conceptual Framework for Logistics Coordination Mechanisms and Humanitarian Operations Performance: Insights from the Humanitarian Organization in Malaysia

In response to the escalating scale and complexity of humanitarian crises, logistics coordination has become a pivotal factor in ensuring effective emergency response. Despite the active involvement of various agencies in Malaysia, ranging from government entities to NGOs, significant challenges persist in aligning stakeholders, optimizing resources, and standardizing logistics procedures. This conceptual paper adopts a theory-driven approach to synthesize existing literature on supply chain coordination and inter-organizational collaboration, identifying three key mechanisms: resource sharing, process synchronization, and operational standardization. These constructs are integrated into a proposed conceptual framework that theorizes their collective impact on the performance of humanitarian operations, with an emphasis on delivery speed, flexibility, efficiency, and service quality. The model suggests that while resource sharing and standardization are likely to enhance performance strongly, synchronization may encounter implementation barriers in multi-agency settings. By clarifying the interrelationships among coordination mechanisms and performance indicators, the framework offers a foundation for future empirical validation. It also highlights the strategic need for centralized coordination platforms, interoperable digital systems, and cross-sector training programs, which are essential for enhancing humanitarian logistics in Malaysia and similar Southeast Asian contexts.
