Analysis on the Mechanism of “Government-Farmer-Bank-Enterprise” Collaborating to Promote Farmers’ Income

Abstract

Against the backdrop of rural revitalization and agricultural modernization, promoting sustained and stable farmer income growth requires overcoming the institutional limits of single-actor support. From a governance perspective, this study examines Yúnfú’ s GFBE (government-farmer-bank-enterprise) collaborative income-enhancement model and systematically analyzes the coordination mechanisms among government, financial institutions, leading enterprises, and farmers. The results indicate that by establishing a collaborative governance framework of policy guidance, financial empowerment, industrial drive, and farmer participation, and supported by benefit sharing and risk sharing mechanisms, the model diversifies income sources and disperses risks, thereby enhancing the stability and resilience of agricultural operations. This study reveals the practical logic through which multi-actor collaboration promotes farmer income growth and provides experience for improving long-term income mechanisms and advancing rural revitalization.
