Abstract

Traditional coordination-dominated project management struggles with complex, high-uncertainty projects. This paper proposes a Technology-Dominant Project Management Model (TDPMM), placing technical experts at the core to streamline decision-making and problem-solving. By integrating planning and execution into the technical team and flattening the WBS structure, the model enhances responsiveness, reduces delays, and improves technical risk management. Applied in a high-innovation project, TDPMM significantly boosted efficiency, overcame key technical bottlenecks, and ensured milestone delivery. The results show that shifting from coordination- to technology-led management enhances execution efficiency and success in complex projects.
