University Procurement Data Compliance in the Digital Age

Abstract

Digital transformation revolutionizes university procurement, promising enhanced efficiency and transparency. However, robust data compliance is crucial. This paper analyzes legal and practical data security challenges in digitally transformed university procurement. It examines risks like data breaches, misuse, non-compliant data handling, cross-border transfers, and inadequate security systems. Analyzing existing legal frameworks (Data Security Law, Personal Information Protection Law, Government Procurement Law), the paper identifies gaps and proposes improvements. Recommendations include refining data breach liabilities, clarifying data ownership, strengthening cross-border transfer oversight, issuing university-specific compliance guidelines, and bolstering technical safeguards and personnel competency. Addressing these challenges allows universities to harness digital transformation while safeguarding sensitive procurement data.
