Abstract

While modern representative democracy evolved from direct participation models of classical antiquity, contemporary large-scale states struggle to maintain robust citizen engagement. Examining Nigeria's Fourth Republic (culminating in a record-low 26.72% voter turnout in the 2023 presidential election), this study links declining voter turnout to electoral fraud, structural frustration, and security anxieties, while highlighting a post-2019, youth-led paradigm shift towards democratic engagement driven by the EndSARS political awakening. This chapter concludes that sustainable stability requires state actors to operate within constitutional frameworks rather than a monstrous misconception of state supremacy, shifting power towards an awakened electorate to avert institutional self-destruction.
