Research Quality of Supreme (Public) Management of Slovenia and the Possibility of Application of Its Experiences in Serbia

Abstract

It is known that Slovenia, as a former Yugoslav republic, first joined the European Union. It was the most developed country in the former community, it had the highest economic growth rate, the highest life standard and developed democracy. Analyses show that Slovenia in the last twenty five years has achieved significant results in all areas of economic and social life in the public administration, economy, law, education, especially higher education, health, social policy, culture, etc. It now represents a stable member of the European Union and the other republics of the former Yugoslavia, including Serbia, should look up to it and use its experience. It is clear that these results were achieved thanks to the special characteristics of the Slovenian people, and their system of values that is presented through diligence and individuality, responsibility, a tendency towards continuous learning and education, work and organizational culture and behavior. However, the main seal of economic and social performance was given by the supreme (political) management of Slovenia embodied in its most important element, and that is the Slovenian government with the entire public vertical from top to bottom of the hierarchical pyramid. It turns out that the government of the country is the same as the top management in an organization and organizational performance largely depends on them, which is logical, because it creates social and economic environment and creates conditions for the development and maintenance of business organizations. The paper points to the structure of the supreme public or political management of Slovenia in the last twenty-five years, in order to determine their quality and elicit certain laws and the conclusions that can be applied in the structuring and establishment of the supreme quality of public management in other countries. Republic of Slovenia's experience can be of benefit to supreme public management in Serbia, as a country that aspires to join the European Union, which opened a few chapters on this way.
