Menedzsment-trendek a közszférában

Abstract

Az állami szféra (központi, helyi/regionális) intézményei a költségvetés nagy hányadát kötik le, ugyanakkor a közszolgáltatások színvonala egyre több elégedetlenséget vált ki és fékezi a gazdasági fejlõdést. Ezen intézmények korábbi formában történõ mûködése konzerválná a magas költségekkel alacsony színvonalon mûködõ ellátórendszert. Tiszta viszonyok teremtésére van szükség, ahol világos, kinek, mi, mennyibe kerül. Ehhez vezetõ egyfajta megoldás a tevékenységek kihelyezése (outsourcing), ami széleskörû piaci típusú mechanizmusokat visz a közfeladatok megvalósításába. A tevékenység-kihelyezés mindenek elõtt növeli a hatékonyságot. Ennek érdekében a közszektornak el kell sajátítania az üzleti szektor logikáját, az üzleti szektornak pedig érzékenynek kell lennie közszféra problémái iránt. Az állam különbözõ mértékben bízhatja a közszolgáltatásokat a magánszférára. Hagyományos modellben az állam az ellátandó feladatok alapján fogalmazza meg infrastrukturális igényeit.
