Abstract

Three expectations from today’s Hungarian public administration are: effectiveness, efficacy and devotion. In order to achieve these purposes, there is a need for the change of HR management in public administration. The main dilemma of the presentation is the choice between traditions and modern HR management, the development of HR in the government and local councils, placing its management on company or market bases. What aspects should be considered to establish the new system and how can the new notion of the ideal public administration officer be created? What knowledge and competences will they need? What are the best practices for making everybody’s work efficient? What should an organization look like so that new public clerks can meet the requirements of 1. the clients, 2. the government and 3. their own personal interests?
