Adóharmonizálás vagy közös adópolitika?

Abstract

Az Európai integráció egyik fontos témakörét, a fiskális politikák nemzetek közötti eltérését vizsgálom. A pénzügyi integráció fejlõdését jelentõsen hátráltatja a közösségi szintû adópolitika hiánya. Amit ezen a területen sikerült megvalósítani: a 90-es évek közepére megvalósult az alapvetõ adónemek harmonizációja, enélkül ugyanis nem mûködne az egységes belsõ piac. Hosszú távon megoldást a nemzeti adópolitikák együttmûködése helyett az európai adó megteremtése szolgálná, hasonlóan a közös pénz bevezetéséhez.Tekintettel arra, hogy eltérõ makrogazdasági célokat kívánnak a nemzetgazdaságok adópolitikai eszközökkel megvalósítani, már az is eredmény, ha az adórendszerek reformja alátámasztja az EU célkitûzéseit. Konkrétan a magyar adórendszer harmonizációja és fejlesztési irányának meghatározása ezt az igényt elégíti ki.
