Controlling Corruption: The Elusive Golden Fleece?

Abstract

Corruption is considered Ukraine’s number-one problem. One of the top international reporters on this region, Anne Applebaum (2015) even labelled it as ‘Ukraine’s second enemy’ after Russia. Earlier chapters have shown international comparisons that from the mid-1990s place Ukraine consistently among the most corrupt countries. How pervasive it became was also described. It ranges from corruption at the highest political and business levels related to enormous rent opportunities in the billions of dollars; through middle bureaucratic levels where complex regulations give bureaucrats arbitrary powers to decide the fate of a business; and to the petty level affecting virtually everyone in the population trying to live their daily lives—driving on the streets, seeking medical care, pursuing educational goals.
