Catalysing the Trajectory of Mauritius Towards a Sustainable Blue Economy: A Systemic and “Value-Chain” Approach

Situated in the Indian Ocean, Mauritius, a Small Island Developing State (SIDS), encompasses a land area of 2040 km2 and commands an Exclusive Economic Zone (EEZ) of 2.3 million km2. Since 2013, numerous initiatives have been undertaken to establish the Blue Economy as a key economic sector. However, the anticipated transformation has not been fully realised. This chapter critically examines the policies and strategies implemented by the government and suggests how a value-chain approach linking fisheries, aquaculture, food security, biodiversity, renewable energy, and coastal resilience could enhance the impact of these initiatives. A shift from a “Blue Growth” model to a “Sustainable Blue Economy” framework is necessary, where sustainability is prioritised, particularly in alignment with Sustainable Development Goal (SDG) 14-“Life Below Water”. This approach underlines the interconnections between SDG 14 and other SDGs such as SDG 1-No Poverty, SDG 2-Zero Hunger, SDG 5-Gender Equality, SDG 6-Clean Water and Sanitation, SDG 7-Affordable and Clean Energy, SDG 9-Industry, Innovation and Infrastructure, SDG 10-Reduced Inequalities, SDG 13-Climate Action, SDG 14-Life Below Water, and SDG 17-Partnerships for the Goals, emphasising that effective ocean governance requires a well-coordinated National Ocean Council, strong international partnerships, evidence-based strategies, and citizen engagement. A critical review of policy initiatives and national strategies was made to understand the linkages with the Blue Economy. Ultimately, this chapter advocates for an ecosystem-based sustainable Blue Economy, centring people within the system.
