Abstract

The 1962 doctoral dissertation of Den offentliga sektorns expansion [The Expansion the Public SectorThe Expansion of the Public Sector (Den offentliga sektorns expansion)], by the Swedish economist Erik HöökHöök, Erik, triggered a lively debate both within academia and in the media in Sweden. The perspective employed in the thesis rested on consumption theory, which implied that the public sectorPublic sector was viewed as a large firm whose activities were governed by the needs (demand) of the citizens and not by the (supply) ambitions of politicians.
