Institutional Quality and SME Development: Comparative Lessons from Singapore, Greece, and Lebanon

Abstract

This chapter investigates how institutional quality and financing mechanisms shape small- and medium-sized enterprise (SME) development and economic performance in Singapore, Greece, and Lebanon. Grounded in Institutional Theory and supported by mixed methods and regression analysis, the study compares how governance effectiveness and access to finance affect SME growth across diverse institutional contexts. The findings highlight that institutional strength and inclusive financing frameworks are jointly critical for enabling SME scalability, innovation, and resilience. While strong institutional environments facilitate productive financing channels, weak institutional settings constrain formal SME finance and limit the developmental impact of alternative funding sources. By identifying key policy gaps and institutional enablers, the paper offers actionable insights to support entrepreneurship and inclusive development, particularly in fragile economies. The analysis aligns with the Sustainable Development Goals (SDGs) 8, 9, and 17.
