Market Integration and the Benefits of National versus International R&D Cooperation

Abstract

Many countries have set up national cooperative R&D programmes for some well-defined research areas. The same happens at the international level. The EC, for example, subsidizes R&D cooperation between participants located in different EC countries once a proposal is accepted. This happens in an environment of increasing international competition caused by, among other things, the integration of world markets. However, when discussing R&D cooperation, most authors only consider national R&D cooperation in segmented markets, i.e. the firms which cooperate are located in the same country and the market in which they cooperate is perfectly segmented from the markets in which firms located in other countries are operating. This chapter is an attempt to address this double limitation by comparing national with international R&D cooperation both when markets are segmented and when they are integrated.
