TNCs: The New Custodians of Development?

Abstract

This paper intends to update and expand on aspects of Gerald Helleiner’s masterly (1989) survey of transnational corporations (TNCs). It looks in particular at whether TNCs will be the new ‘custodians of development’ and whether fully liberal policies on their entry, currently in vogue in the mainstream analysis of development, may be recommended to developing countries.
