New Prospects for Latin American Development

Abstract

This paper asserts that the 1990s have opened new room in Latin America for discussing and implementing development policies and that the multilateral institutions have a role to play in contributing to the analysis and promotion of these policies. The first message is that there has not yet been a serious discussion of the development strategies that Latin American countries should follow to replace the old post-war model. The second is that the new international financial context of the early 1990s, assuming it is lasting, clears the way for that discussion and for the implementation of long-term development policies. The third is a manifestation of the hope that multilateral agencies will have the willingness to take advantage of present conditions and commit their intellectual resources to contribute to an open and uninhibited analysis of alternatives.
