Harmonization and Mutual Recognition: Are They Feasible?

Abstract

The rationale behind the development of guidelines on harmonization and mutual recognition of eco-labelling schemes is to ensure that they are effective in promoting environmental improvements and that they do not constitute an unnecessary obstacle to trade. On the environmental side, improvements will generally result if a large number of producers use the eco-labels and the maximum number of consumers recognize and value the eco-label. Both goals will be better encouraged through harmonization and mutual recognition.
