Abstract

Among non-tariff measures, technical regulations, standards and conformity assessment procedures are areas which can create technical barriers to trade. Under the Technical Barriers to Trade (TBT) Agreement, measures that are mandatory are called technical regulations and those that are voluntary are called standards. They fall under different provisions of the Agreement. Technical regulations, standards and conformity assessment procedures can be prepared by central governmental, local governmental, non-governmental or regional bodies. Given this fact, the Agreement builds upon different levels of obligations. There is a first level of obligation for central government bodies, and second level obligations for local, non-governmental and regional bodies.
