Urban Development Policies in the 1990s: A Summary of World Bank Urban Policy Paper and Research Update

Abstract

In 1991, the World Bank produced a policy paper to address emerging urban development issues that cities in the developing world face in the 1990s. This paper, entitled Urban Policy and Economic Development: An Agenda for the 1990s, (Cohen et al., 1991) proposed a policy framework and strategy to link World Bank assistance in the urban sector to the broader objectives of economic development. The policy framework was developed based on a review of the past experiences of the governments of member countries and the donor community, in response to the increasing demand for urban services and infrastructure resulting from the rapid growth of these cities. In this regard, this urban policy paper is a retrospective and prospective report, which takes stock of twenty years of experiences of the bank and member countries, and presents a new policy framework and strategy for building a ‘working consensus’ among the parties concerned.
