Abstract

The welfare state has been the subject of theoretical debate for many years. It has been questioned and discussed from different angles. Political scientists, sociologists, economists and social policy analysts have tried to give their interpretation of how and why the welfare state has developed. Yet today there does not seem to be any coherent and universally accepted definition of what a welfare state is and, perhaps even more astonishingly, not even common agreement about why the welfare state developed.
