Abstract

The EC position on the agricultural policy issues raised by the Uruguay Round of the GATT negotiations has been closely linked to the longstanding but still unresolved problem of the reform of the Common Agricultural Policy (CAP). In order to simplify the issues at stake, two principal points of view on the CAP reform problem will be discussed and analysed in this chapter, namely the ‘social’ and the ‘sectoral’ perspective. These two perspectives are not openly and distinctly spelled out by the Eurocrats working in the Commission or by the Council of Ministers; nevertheless they are implicit in official EC documents.
