EC Protectionism against Developing Countries — General Tariff and Non-tariff Trade Barriers

Abstract

At present the EC is a customs union with a common external tariff, a common agricultural policy (CAP) and some jointly administered non-tariff trade barriers. Other non-tariff trade barriers have remained the responsibility of member governments, but these are — at least according to the rules — only implemented with the consent of the Brussels administration. Successive rounds of multilateral trade negotiations have resulted in substantial reductions in the level of the common external tariff. The remaining, on average rather low, tariff rates either do not apply to exports from developing countries or apply only beyond a certain volume of imports (tariff quota) according to the preferences granted to developing countries under the Generalised System of Preferences (GSP). This picture changes however when the CAP is taken into consideration. Variable levies on certain agricultural products may amount to rates beyond 100 per cent depending on the nature of EC interventions, the chosen CAP price level, and world market prices (see Chapter 16).
