Abstract

A general theme of this book is the relationship between CoCom sanctions and the evolution of the Atlantic Alliance. Several chapters deal with the considerations behind the CoCom policy of some of the most important Atlantic nations, France, the Federal Republic of Germany, and the United States. This chapter pertains to the same general problem area from a different perspective. The basic question raised here is whether West European states have established long-term economic security policies that may influence Atlantic cooperation differently from both traditional military security policy and day-to-day welfare policies. In particular, the chapter asks whether Atlantic cooperation is enhanced or impeded by such economic security policies.
