The Nizhnii Novgorod Fair Administration

Abstract

During the period 1817–90, the administration of the Nizhnii Novgorod Fair underwent a process of significant change and expansion. From a strictly state-managed operation, the fair developed into an institution which, although still controlled by the central government, enjoyed a significant degree of local autonomy. By 1890 the administrative structure of the fair had expanded to include at least three elected bodies and a host of municipally oriented services. This chapter will trace the development of the fair’s administrative structure and examine the process of administrative reform during the period 1817–90. Particular attention will be paid to the growth of merchant1 participation in the fair administration, for examination of this phenomenon will elucidate government attitudes toward merchant self-government, merchant opinions of their own role in the fair administration and the extent to which the merchants and the government felt their economic and political interests to coincide.
