Abstract

Hindsight is always a major problem in historical exposition. In the context of direct foreign investment in the United Kingdom or most other countries it is possible to impute a degree of rationality and planning both on the part of the foreign enterprises and the British government which simply did not exist at the time the key decisions were made.
