Small Expectations: the First Year of the Youth Training Scheme

Abstract

The Youth Training Scheme (YTS) attempts to supplant — or at least to supplement — the market forces which determine the quality and quantity of youth training. It represents the latest stage in a recurring policy debate whose main theme has been the distorting effects of externalities and imperfections in the market for industrial training (Anderson and Fairley, 1983; Lindley, 1983). Hitherto this debate has focussed mainly on the delivery (or non-delivery) of training. This chapter’s underlying theme is that the focus should now shift, towards those market imperfections and externalities which affect the quality and quantity of young people’s demand for training (and education) and of employers’ demand for its products. Its perspective is drawn from one of the main traditions in the sociology of education, which emphasises the centrality of the selective function to the analysis of systems of education — and, by extension, of training.1
